svn apache access in RHEL/Fedora
First of all, please modify the Location section in
/etc/httpd/conf.d/subversion.conf like so:
AuthName "SVN Authorization"
If you want SSL, also modify
# Server Certificate:
# Server Private Key:
# Certificate Authority (CA):

After this, and it’s important, check the SELinux setting.
The quick workaround is, of course, set it to either permissive mode or disable it.
But it is better to set SELinux label accordingly.
Execute following commands:
setsebool -P httpd_unified=1
man 8 httpd_selinux or http://fedoraproject.org/wiki/SELinux/apache for further information.
